Kahtiajakautunutta politikkaa Yhdysvalloissa?
Republikaani Colin Powellin, Yhdysvaltain armeijan entisen komentajan tuki Barack Obamalle osaltaan herätti kysymyksen siitä, miten kahtiajakautunut ja epädemokraattinen negatiivisen kampanjan ja vaalivilppiepäilyjen Yhdysvallat onkaan.

Puoluekentän jakautuminen kahteen ryhmittymään, joiden välinen kivoittelu samalla jakaa väestön kahteen ryhmään – yleensä vasemmistoon ja oikeistoon, jopa työpaikoilla ja harrastuksissa, aiheuttaa demokratiavajeen. Poliittisten ryhmittymien sisällä ei käydä avointa keskustelua vaihtoehdoista, arvoista tai politiikasta. Puolta ei hevin vaihdeta. Politiikka on vastustajan mustamaalaamista, tyhjien käsitteiden ympärillä pyörivää populismia ja kiistelyä hallinnon ja vaalien laillisuudesta.
Yhdysvalloissa muta lentää. Republikaanit John McCain ja Sarah Palin tekevät viittauksia Obaman ”terroristimenneisyyteen”, joka perustuu siihen että hän on istunut kouluneuvostossa John Ayersin kanssa. Ayers oli Vietnamin sotaa vastustavan terrorismiryhmän Weather Undergroundin johtohahmoja. Obaman on myös keskimmäiseltä nimeltään Hussein, ”sosialisti” ja jotain muuta kuin ”oikea Amerikka”. Nämä ääneensanotut asiat muistuttavat myös siitä mitä ei usein mainita: Obama on musta – kuten Colin Powell.
Myös Obama luo kielteisiä mielikuvia kertomalla valtakunnantelevisiossa tiuhaan tahtiin pyörivissä vaalimainoksissaan kuinka McCain on äänestänyt 90-prosenttisesti Bushin tukena – McCainin omalla naamalla. Obaman ei ole tarvinnut ajaa näkyvästi omaa politiikkaansa, sillä monet ovat kyllästyneet Bushiin, eivätkä luota uuskonservatiivien politiikkaan etenkään talouskriisin aikaan. Hän voi politikoida rajanvedolla.
Sosialisti Yhdysvaltain kontekstissa tarkoittaa sitä, että Obama tahtoo verottaa rikkaita ja uskoo yleiseen terveydenhoitojärjestelmään. Muuten Obaman politiikka on monista demokraateista liiankin keskikentällä. Republikaanit puolestaan ovat siirtyneet kauas keskustasta, vaikka julkista rahaa on käytetty sotaan ja pankkeja kansallistettu.
Negatiivinen kampanja ja tyhjiin käsitteisiin ja hahmoihin perustuva populismi ovat kahtiajakautuneen politiikan tunnusmerkkejä. McCainin kampanja valitsi populismin. Ehdotukset eivät tuntuneet purevan ja ailahtelivat. McCain strategiat usein unohdettiin pian. Hän päätti antaa Joe-putkimiehen hoitaa koko homma. Joesta tuli myyttinen tavishahmo, jolla konservatiivit perustelevat kansanläheisyyttään – jääkiekkomutsin ja mäyräkoira-Joen (Joe-six-pack) lisäksi. Samanlainen veto oli tehdä parhaimmillaan viihdyttävästä McCainistä (uus)konservatiivinen valtiomies ja kutsua viihdykkeeksi ex-missi kuvernööri Sarah Palin.
Vaalivilpillä ja laillisuuskysymyksillä on roolinsa syvästi kahtiajakautuneessa politiikassa. Konservatiivit syyttävät Obamaa kytkystä äänestäjien nimiä väärentäneeseen Acorniin, ja demokraatit ottivat erävoiton, kun uusien äänestäjiä oli estetty äänestämästä virheellisesti syötettyjen rekisteritietojen takia Ohiossa. New York Timesin mukaan kymmeniltä tuhansilta evätään oikeus osallistua vaaleihin. Äänestysrekisteriongelmia on erityisesti niissä kiistaosavaltioissa Virginiassa, Ohiossa ja Floridassa. Ilman äänestysmahdollisuutta uhkaavat ainakin Floridassa jäädä etenkin monet nuoret, mustat ja latinot sekä demokraatit. Politiikkaa tehdään sekä syytöksillä että hallinnolla.
Kahtiajakautuneessa politiikassa on kaksi vihollisleiriä: toisen vastustaminen luo yhteyden ryhmän sisälle. Molempien ryhmien sisälle syntyy konsensus, jossa asioita arvoja ja politiikkavaihtoehtoja ei käsitellä avoimen kriittisesti ja jossa poliittisen ryhmittymän rajoja ei ajoittain kyseenalaisteta. Se on ongelma demokratialle.
Yhdysvalloissa tilanne ei ole uhkaava. Kriisiytynyt tukipakettiprosessi syyskuussa paljasti, että niin republikaanien kuin demokraattienkin riveissä on niitä, jotka ovat valmiita ottamaan aktiivisen ja kriittisen kannan puoluejohdon päätöksiin. Sisäisiä konflikteja on, ja niitä käsitellään julkisesti.
Päätöksiä ei tehdä pelkän ennalta omaksutun identiteetin vaan myös näkökantojen perusteella. Colin Powellin tuki Obamalle paljasti, että raja kahden puolueen välillä ei ole kyseenalaistamaton. Samoin Lincolnin perintöä kunnioittava republikaani päivälehti Chicago Tribune antoi ensimmäistä kertaa tukensa demokraatille.
Powell vastusti republikaanikampanjan uuskonservatiivista kapeaa linjaa, joka oli siirtynyt kauemmaksi keskustasta – ja hänen omista mielipiteistään sekä Lincolnin perinnöstä. Powell uskoi Obaman tavoittavan suuremman osan amerikkalaisista, yhdistävän kansakuntaa talouskriisin aikana ja luovan paremman keskusteluyhteyden ulkomaille.
Negatiivinen kampanja luo poliittisen rajan muttei yleensä tarpeeksi äänestysintoa. Vaikka vaalit koskettavatkin ennätysmäärää amerikkalaisia, valitsijamiesvaali ja kiistavaltiot ovat tärkeimpiä mittareita – ei se voittaako aasi elefantin vaaliuurnilla eli yksittäisten äänien määrä.
Rahalla on väliä – demokraattista tai ei. Obamalla on ennätysmäärä - syyskuussa 150 miljoonaa dollaria, ja hän dominoi TV-mainoksissa vaalipäivään saakka.
